Profile rules not validated when there is compliance error

If there is any error in the compliance checks, most of the policies are not applied - only POL_1 and POL_2.

This means there could be relevant error messages that are not provided until all compliance issues are resolved. And it could create a need to convert and package files multiple times when the next round of errors are provided.

There shouldn't be an issue with validating external links, embeddings, macros, signatures, mimetypes or extensions even though there is a compliance issue (unless of course this is something like PKG-1), so the remaining policies should be able to be applied even when POL_2 has been triggered.
