Create versioning service

As OPL, I need to be able to submit content without publishing immediately, so that I can follow approval process guidelines.

ACCEPTANCE CRITERIA (as persona):
Given I submit new content, or modify old content,
When I submit,
Then the content is added to the versioning service
And the content is held for approval before merging to the content-api

NOTES:
Not sure if this is in v1 or not.
