Officially deprecate: "Tool Kategorien" #24

According to @sroertgen, the "Tool Kategorien" vocabulary in toolCategory.ttl is no longer used and superseded with the values from new_lrt.ttl.

Eventually we should at least mark it as deprecated in the UI on https://vocabs.openeduhub.de/
