Subject: [PATCH] Dockerfile.rocm.ubi: rollback to UBI 9.4

amdgpu builds for 9.5 are not published yet for ROCm 6.2.3, we can't
bump ROCm to 6.3 either because torch nightlies for 6.3 aren't out yet.
