PHP Notice: Undefined index:

I just did a bunch of database work to amalgamate some backups with my current OpenCATS database, and now when I open up a candidate it says EVERYONE is INACTIVE. Then, if I try to edit the Candidate, to uncheck the box, I get the CATS "Bad Server Information" screen.... ?

I hope to edit a record. why are ALL candidates "Inactive"?
