OAI-PMH XSD location changed

CSIRO is currently implementing an instance of the CADC registry to replace our aging AstroGrid registry instance. In validating the new registry we noted that the address for the OAI-PMH.xsd has changed to require HTTPS and is now at https://www.openarchives.org/OAI/2.0/OAI-PMH.xsd . A redirect is in place but the RoR validator still flags the old address as incorrect.

This can be reproduced currently by validating the new CSIRO registry https://data.csiro.au/csiro-vo-registry/oai using the RoR validation tool at http://rofr.ivoa.net/regvalidate/
