The TargetAllocator CR should expose more information through its status subresource.

Describe the solution you'd like

We've discussed adding the following:

Collector Pods attached to the Target Allocator
Scrape configs used
Some runtime information about target allocation?

Additional context

This is a follow-up to #2422 .
