I have this udev rule

SUBSYSTEM=="usb", ATTRS{idVendor}=="04f9", ATTRS{idProduct}=="0054", RUN+="/usr/local/bin/usb-libvirt-hotplug testvm"

it works for add but not for remove

You missed ACTION=="remove"
