Yup and in general decide on scope, avoid duplication, or figure out a strategy for dealing with overlap by cross-linking.

For example there's a little bit on data formats here: http://opendatahandbook.org/en/appendices/file-formats.html but lots more on CSV here: http://data.okfn.org/standards/csv So I guess one should link to the other at least. Meanwhile the schoolofdata http://schoolofdata.org/handbook/ doesn't have a section explaining CSV, but does have a number of tutorials which start with a sample csv file.
