Update 'File Formats' to reflect new legislation

In 'File Formats > Open File Formats > Example: UK traffic data', paragraph two opens 'no access to information law gives a right of access to information in open formats'. This is no longer true. The Brazilian Acces to Information Law,
enacted in November 2011 to come into effect May 2012 does have a provision on machine readable and open formats. It would be worth including this notable exception.
