Add requirements for open data when buying new IT systems

In the How to Open up Data section, you could include a subsection on how to ensure open data is considered when purchasing new IT systems. This could include questions in tender documents regarding:

• intellectual property rights
• requirements for an open licence
• ability to export data to open format
• ability to apply privacy and other checks/filters to the export process
• ability to provide an API for real time data
• ability to provide metadata and schema (also as open data)
• bonus points for publishing to CKAN using its API or wrapping a datapackage.json file around the export
