public domain mark should be included as alternative #105

I'd suggest the following sentence be appended:

"Furthermore, in places where copyright is known to be absent, it is important to mark the item as belonging to the public domain."

in sec. "Apply an Open License (Legal Openness)", after the following existing one:
http://opendatahandbook.org/en/how-to-open-up-data/apply-an-open-license.html

"Even in places where the existence of rights is uncertain, it is important to apply a license simply for the sake of clarity."

Then CC PDM
http://creativecommons.org/publicdomain/mark/
would be included in the following webpages:
http://opendatacommons.org/guide/
http://opendefinition.org/licenses/
