The latest release for openshift console is 4.14/4.15 and Dockerfile has been changed since 4.12->4.13. Currently, okd is at 4.12.

Lets convert this into "all builds are outdated and use just release-4.13". Branching day is next week afaik, so we should get update master to use release-4.14 branches for all components
