Improve the no consent banner in the patient list page

Describe the bug

When the patient list page is showing the data of no consent in the banner during loading state [when we remove a applied filter], is not correct

To Reproduce
Steps to reproduce the behavior:

1. Go to patient list page
2. Apply a filter and check the banner is changed
3. remove applied filter and during the loading state, see the banner is not in loading state and showing old data
4. See error

Expected behavior

Don't show the banner during the loading state,
