State admin, unable to see other state admins

Describe the bug

State admin unable to see any other state admins on "users" page

To Reproduce
Steps to reproduce the behavior:

1. I logged in as state admin on care.coronasafe.network. Login: aparna_state, Lilo@123
2. Add a new state admin. I added "state-two", Lilo@123
3. now go to "users" page and search for the newly created state admin
4. only the currently logged in account shows up in the list

Expected behavior
State admins must be able to see all state admins, same for district admins
