Describe the bug
When we click the "Doctor Notes" button from the consultation dashboard, the popup is attached to the view in the closed state and we have to click the expand button on the popup again to see the details.

To Reproduce
Steps to reproduce the behavior:

  1. Go to the Consultation Dashboard
  2. Click on Doctor Notes
  3. You have to click on expand icon to see the doctor notes.

Expected behavior
Popup should be opened by default when mounted.
