when we apply the particular filters in the graph, some graph are showing no data available rather than a 0 %

@nihal467 When previous and current data are unavailable, then No data available is shown.
If one of them is present then the chart is rendered.
Even if an ordinary bed is at 0%, the chart is generated.
This design is inspired by the previous dashboard design.
