Add dummy data for Shifting and Resource to the codebase.

I'm trying to reproduce the issue , but i guess this is already resolved as I can see dummy data already populated in the shifting and resource tabs

  • I've populated the dummy data using make command
    image

let me know if I'm doing something wrong or unable to understand the issue

@DraKen0009 make sure to set variable export CARE_API=http://localhost:9000 on terminal before you run npm run dev. Otherwise the api defaults to https://careapi.ohc.network and not your local django server.

@AnkurPrabhu I've raised a PR and it also got approved. So this issue is solved.
