Describe the bug
Negative values should not be allowed for Doctor Count for a facility

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://care.coronasafe.in/facility/657c32be-d584-476c-9ce2-0412f0e7692e
  2. Click on Add Doctor Types
  3. Add a negative value for Count and press Save Doctor Capacity
  4. See error

Expected behavior
Negative count values should be rejected by the form and the error should be displayed at the bottom of the text input.
