Input / Output candidate : Actel data objects

Conversion work for an Actel data object should be brought in.

For OTN-> Actel, we've done some of this work already over in https://github.com/ocean-tracking-network/otn-workshop-base/blob/gh-pages/_episodes/11-act-actel.md

This may not meet the standards of Actel godfather @hugomflavio , so we will try and iterate on it quickly to arrive at something that both OTN and Actel will always find palatable.
