Try ripping out non-OBI axioms and merging in COB #1671

OBI has a base file, but it inserts too many axioms for ontology ontologies. There are various historical reasons for these insertions that we could review one-by-one...

... or we could just rip the insertions out, merge in COB, RO core, and OMO, and see what we get. This should be relatively fast to do, so we should try it before setting out on a careful review.

This would also partially address #1718 . Any updates James? Any help needed?
