Provide ORCID for editors in term request

We should make this a OBI policy for term editor, creator, etc. and out it on our web site documentation.
Being worked out in OMO. Waiting for this to be finalized. Still good to include in any case.

The decision in OMO group is that Dublin Core will be used - terms should be used to represent contributor or creator via a full ORCID url.
OBI has used IAO convention so far.
This will be a hard shift for OBI. We'll wait to do this until it's more settled in the community so that we're sure of what the shift will be before we start doing anything.

Discussion on information-artifact-ontology/ontology-metadata#60 suggests that community is moving to ORCIDS with https:// prefix. Issue is we have 100 contributors, and many will have work involved. So we will just adopt ORCIDS going forward. Requires going through obi-edit and some import files to do search and replacement. Possible intern project.
