Build environment incompatible with legate.core/cunumeric installation

Trying to install legate.core+cunumeric into the build / test environment created by the environment generation scripts resulted in an error. A war was provided in #774 to only install the specific test dependencies, but we need to isolate what the environment conflict is to ensure that

1. It does not block developers from switching to a devcontainer workflow

2. It does not block external users from using the 23.07 release packages

It seems legate-core uses different versions of numpy at build time (1.24.4) and run / deployment time (1.25.1).
