Allow show projects command to filter down to target configurations

Description of Feature

I would like to request the ability to retrieve a list of projects based on specific target configurations. Currently, there is no way to filter projects by a target and configuration within NX, which would be incredibly useful for managing large workspaces with varied target setups.

Example Use Case

Suppose I need to build a list of all projects that have build target configured with a development environment. I envision a command like the following to be able to pull this list:

nx show projects --affected --with-target build:development

I know you can run commands already based on configurations, but need a way to generate lists of those projects.
