As a user, I want to configure trust policy and trust store so that I can authenticate signed artifacts

Note: CLI based experience is out of scope, the trust store / policy itself will be there and configurable in filesystem. Need to manually add what you trust.
Desire – make usability reasonable in RC1 even if it is editing a configuration file.

notaryproject/roadmap#38 was updated to reflect this user story, so closing this out now with Samir since it's duplicate.

Also - as the current scope it is complete (no CLI implementation). We increased the scope to the user story linked which is still open.
