Migrate to NixOS org

Nix-index has been a crucial part of the channel scripts for a while now, and it would be good to migrate it to the NixOS organization to reflect that.

Considering that programs.sqlite has existed for 11 years, I do think that's relatively recent! 😆

This would be awesome actually. What does one need to do to achieve this? Do we just open a PR to nixpkgs?
