Can't create just one Pixel Setup Wizard

How to just enable pixel setup wizard?
Everytime I do it, it shows error that the config file cant be erged sincce setup wizard and Pixelsetup wizard appsets can't be enabled both at the same time. Also tell to select all the appsets under setup wizard. doing it undoing it doesnt getting merged how to do ?

@RasaJain try with following configuration, only SetupWizard needs to be 0, the packages under needs to be enabled and set 1 along side PixelSetupWizard

SetupWizard=0

SetupWizard=1
GoogleRestore=1
GoogleOneTimeInitializer=1

PixelSetupWizard=1
