[refactoring] split "utils" module

Problem

Utils module is becoming bigger and bigger, and it's not cohesive. It just contain some language-specific code that it's better to have outside of our domain model.

Proposed solution

A set of cohesive modules under an "utils" folder, and separate tests suites for each module.

An ADR to reflect this decision and how to proceed moving forward.
