Version 0.2.0 - Expanding on ICAT services

A couple of big changes.

1. Support for specifying multiple runs on the command line
2. Search for any file --filename
3. Get a list of runs associated with a proposal --listruns
4. Get the proposal associated with a run --getproposal
5. List of instruments is now fetched from ICAT

v0.1.0 - Initial public release

This is not a terribly exciting version mostly just that it works and can find nexus files at SNS.
