line_profiler 3.x.x wheel artefacts for Python 3.6, 3.7 and 3.8 for Windows

Adding the wheels for line_profiler 3.x.x for python 3.6, 3.7 and 3.8 for Windows, procured from another mirror site, as the line_profiler artefacts for windows are not available via PyPI

They are needed for the Github Action builds to work properly.
