Easiest way to disable resizing/split

Hi

I'm wondering what's the easiest way to completely disable library's behaviour. My specific case is that for smaller screens I want to turn the logic off and just force it to a ratio (let's say 60/40). While removing the gutter icon can be easily done with styling, I'm not sure what's the easiest way to simply 'turn it off'
