Rename LVC to IGWN for IGWN notice types #37

This would affect the following notice types

    LVC_PRELIMINARY=150,
    LVC_INITIAL=151,
    LVC_UPDATE=152,
    LVC_TEST=153,
    LVC_EARLY_WARNING=163,
    LVC_RETRACTION=164,

LVK, not IGWN?

Otherwise we would have to rename these notice types again when LIGO-India comes online.

Good idea. Updated the description. Will create a similar issue in GraceDb.

@jracusin, if GraceDB renamed the notice types, we would need to update GCN Classic, wouldn't we?
