update the circulars index to have a grouped option,
pagination must work across both index and grouped views,
synonym groups should be listed in a style similar to an inbox, where the contents of that group can be opened and each event lists a sub grouping of circulars related to that event.

Will rebase off main and put in review once that has been merged
