влад, ты переименовал ".env.example" в ".env" ?
и советую где ADMIN_USER_IDS и ALLOWED_TELEGRAM_USER_IDS значение после равно поставить на "*"

та же самая ошибка, тип файла только почему-то "EXEMPLE" так и должно быть?
