Failing CI runs due to libv8 installation #427

GitHub actions spec runs are currently failing due to libv8 gem not installing successfully. The gem is used by mini_racer for the asset pipeline. I had preveiously configured bundle to use system libv8 in 9be9743 but this has since stopped working.

For sanitiy I tried reverting 9be9743 and it still doesn't install.

Migrating to webpacker with #380 would fix this
