Creating a meeting fails when using a fresh data

I noticed when trying to deploy to Azure.

Steps to reproduce

1. Create a blank (empty) SQL database
2. Run dotnet ef database update from "project-fob" folder to create the tables & setup the database
3. Run dotnet run from "project-fob" folder to start the app
4. Open the home page
5. Create a new meeting

Expected

To see the host page for hosting a meeting

Actual

Crash.

The console shows the Exception

System.Data.SqlClient.SqlException (0x80131904): Cannot insert the value NULL into column 'TopicCounter', table 'fob-db.dbo.Meeting'; column does not allow nulls. INSERT fail
