Make vendor store inactive until they are done with setting up everything

We need to introduce a new flow where a new vendor will set to 'Offline' or 'inactive' till their store is set up(shipping, payment etc.) correctly and ready for launch. Only when ready, to set the vendor store to 'active'.
I want the vendor to have to fill out all the steps of the shop setup
before being finalised to sell on the marketplace, once completed he should
be cleared to sell.
I would also like a large notification of the progress with a notice that
he is not cleared to sell on the marketplace until his profile is 100% setup
