I've noticed a regression since 0.6.5 where the receiving host simply crashes with a 500 error.

The change was introduced in com-lihaoyi/requests-scala@dabd728. From what I've been able to read, there's not really any benefit to quoting a cookie value, and older servers seem to outright reject it or crash.
