We should make it such that Alice is the only one capable of producing blocks for Tanssi in dev_config. Right now it takes 24 secs to produce a block in manual seal because by default we have the dev config set to 2 collators for Tanssi. We can configure this through the configuration pallet, assigning a minimum and a maximum for Tanssi of 1 collator
