Annotation hover state is glitchy

Event hover is glitchy, particularly for short events. This is due to the layering of SVG elements on an event. If you hover over the exact center of an event (a few pixels wide), a annotation appears, but now your cursor is over the annotation dropline, so the event SVG element is itself is no longer in a ‘hover’ state. The workaround is to hover and click anywhere but the exact center of an event.
