Internet Radio stream doubles up, again

Different cause from before, but same root behavior. When launching the VOA Africa stream, this occurs in the runvlc.py log:

Starting VLC instance.
Stream still opening; waiting 10.0 more seconds...
Stream still opening; waiting 9.75 more seconds...
Stream still opening; waiting 9.5 more seconds...
Stream still opening; waiting 9.25 more seconds...
Stream has opened.
Error: list index out of range
Waiting to restart vlc
Attempting to restart VLC
Error: list index out of range
Waiting to restart vlc
Attempting to restart VLC
Error: list index out of range
Waiting to restart vlc
VLC restart is delayed, too many recent restarts

This happened pretty reliably with this stream, but perhaps it was having a bad hair day? Regardless, an out of bounds exception should be addressed. The stream:
