Add an Inflate ROI function, either in the core layer, or on the TPS-side, that takes into account a safety margin before calculating the ROI overlap.

This might be already available in the TPS. So use it via the interface layer rather than the core. Or leave up to the user to create several ROIs:
ExternalROI + 3mm
ExternalROI + 5mm
and check collisions with each of them.

One could define a machine-safety-margin and patient-safety-margin that inflates automatically the corresponding ROI
