Add support for 2018 amendment (ie. version 2.0 of the XSD)

When importing a new record with the namespace block according to ISO-TC211 I get the Import Error:

NoSchemaMatchesException
Autodetecting schema failed for metadata record with root element MD_Metadata in namespace
[Namespace: prefix "mdb" is mapped to URI "http://standards.iso.org/iso/19115/-3/mdb/2.0"].

When changing to mdb/1.0 it works. Is there a plan to change to mdb/2.0?

As indicated here https://github.com/metadata101/iso19115-3/blob/3.5.x/src/main/plugin/iso19115-3/schema-ident.xml#L52 we are implementing the initial release of 19115-1 for now and not yet the 2018 amendment https://www.iso.org/standard/73118.html.

It would be nice to update the plugin indeed. No resource for that on my side. Contributions are welcomed. I'll rename your issue.
