DCAT version 2

DCAT V2 is at CR ( https://www.w3.org/TR/2019/CR-vocab-dcat-2-20191003 ) and I've done some re-work on the DCAT Schema ( https://github.com/pwin/dcat-v2-xml-schema ) that might be helpful either as a standalone, or as part of a transition of this app

Thank you, Peter for creating a version 2.0 of the DCAT-AP XML schema.

We have no plans yet of upgrading the plugin to work with this version. GeoNetwork is XML-based and not as easy to adapt to a new schema version.

We are updating the 1.2 plug-in into a 2.0 plug-in. => This happens on a seperate instance. Work can be followed over here: https://github.com/GIM-be/metadata-dcat
