Set up a Foo Medical project with Site (google + recaptcha ids), but no access policy

Try to register a patient using user/pw:
username: [email protected]

=> Rejected

Set up defaultPatientAccess policy on Project

Try to register the same patient using user/pw:
username: [email protected]

=> Error: Patient is already registered
