On setup: Internal Server Error if PORTAL_NAME is set to something with a single quote in it

Describe the issue
If I set up the server with a portal name set to something with a single quotation mark, I get an internal server error. Looking at cms/local_settings.py reveals that the portal name is surrounded by single quotes. So the single quote in the name breaks the setting.

surrounding the portal name with double quotes fixes the issue.

To Reproduce
Steps to reproduce the issue:

1. Do a fresh install of MediaCMS
2. when prompted for Portal Name, give a name with a single quotation mark in it
3. get internal server error when visiting site after setup complete

Expected behavior
Visiting site produces no error after setup, and Portal Name is set in a way that handles internal quotation marks.
