Advanced users cannot change video visibility with workflow set to private

When the site workflow is set to private, advanced users cannot change their video's visibility to public or unlisted.

To Reproduce
Steps to reproduce the issue:

1. Upload a video with an advanced user account.
2. Edit media and change visibility to public.
3. Visibility just reverts back to private and the question mark on video page says that an admin has to change it.

Expected behavior
The private setting is better site-wide in order for users to edit their video title, description, choose a thumbnail, etc. Then, they should be able to change it to public once all their video details are set.

Environment:

• OS: Ubuntu 22.04
• Installation method: Single server install
