List Users on Custom Page in Select DropDown

I need to create a select dropdown of users in a custom page. I usually develop in PHP/jQuery, so having a little trouble figuring out the most elegant way to do this. I am figuring there is a built-in function somewhwere that will do this, but can't seemed to find it after digging into manage-user.js, _commons.js, etc.
