Public release blockers

The next public release is currently blocked due to:

• Settings UI needs updating, doesn't need to be perfect but at least a basic refresh: Settings needs to be redesigned #621

I want to get all of these fixed before publishing the next public release. For anyone who wants to try intermittent versions you can go to https://github.com/maxmilton/new-tab/releases and manually install the latest release's chrome-extension.zip.

The Chrome Web Store submission was rejected due to an "unavailable privacy policy" so that needs to be resolved too, see issue #1260.

Finally v0.18.0 is published and availiable in the Chrome Web Store 🎉

The store listing still needs updating with a better write up and images. Added an uninteresting screenshot as an interim image just to get published but it's a poor showcase of the actual extension experience. Keeping #259 and #1119 open until they're properly fixed.
