wall plate (part j): BOM mentions 16 pcs, but only 9 needed? #2

The BOM mentions 16 pcs of 3m wall plate: http://www.irishvernacular.com/uploads/8/4/1/0/8410611/6807141.jpg .

The pictures seem to suggest only 8 pieces needed too. No double stacking or anything.

I can only see 8 pieces needed. Am I missing something?
